Crypto shops in Hong Kong: buying Bitcoin with cash over the counter

Hong Kong has around 200 walk-in crypto exchange shops, and not one of them holds a licence to deal in virtual assets. Here is where the real ones are, how a cash trade works, and what to check before you push notes across the counter.

A crypto shop in Hong Kong is a walk-in counter where you hand over cash and receive Bitcoin, ETH or USDT in your own wallet, or the reverse. There are about 200 of them, clustered on Nathan Road in Mong Kok and Tsim Sha Tsui, in Causeway Bay and in the New Territories new towns. All are unlicensed for crypto dealing, which is legal today but changes when the new dealer law starts.

We have built this guide from the shops' own store lists, government papers and dated press reports, not from social-media ads. It lists the named chains branch by branch, explains how a cash trade actually runs, and sets out the robbery and fake-shop cases that make this corner of the market riskier than it looks. What a crypto shop in Hong Kong actually is

Think of a traditional money changer, then swap the foreign banknotes for stablecoins. Most crypto stores in Hong Kong are small units in commercial arcades, a counter, a note-counting machine, a screen of prices and a QR code on the wall. The main product is USDT for Hong Kong dollars, followed by BTC and ETH. The government's February 2024 consultation paper noted that most shop trades are crypto-for-fiat, and crypto-to-crypto swaps are rare.

How many are there? The Financial Services and the Treasury Bureau put it at about 200 physical virtual asset OTC outlets, ATMs included, plus about 250 online dealers, a ballpark figure from on-site checks by law enforcement published in the FSTB consultation paper. In April 2025 legislator Duncan Chiu said "over 200" shops existed, all unlicensed, and that anyone with a business registration could open one. That is the key point for you as a customer: a shop sign, an office in a mall and a friendly WhatsApp line tell you nothing about whether the business is sound.

Buy Bitcoin with cash in Hong Kong: shop or machine?

If you want to turn banknotes into crypto, you have two physical options, and the choice comes down to price against privacy. A Bitcoin ATM is open late, needs only a phone number for small amounts and never asks questions, but CoinHero's published fee is 13% plus HK$100 on a purchase. A staffed crypto shop will usually quote a much tighter rate, sometimes within a percent or so of the market for USDT, handles larger amounts and can buy your coins back for cash. The trade-off is that you deal with a person, in a unit that may be behind a closed door on the ninth floor.

For a few hundred dollars of Bitcoin, the ATM's simplicity may be worth it. For HK$10,000 and up, a shop is usually far cheaper, and a licensed exchange cheaper again. Bitcoin shops in Hong Kong, by region

These are the named shops we could verify on each operator's own store list on 30 September 2026, plus a few from press reports or social pages, tagged accordingly. The largest chain by far is One Satoshi 一宗比特幣, with ten branches; our One Satoshi review covers its service in detail. VBIT 威幣 runs four shops and lists BTC, ETH, SOL, BNB, DOGE and TRX, with USDT for withdrawal only. Crypto HK, founded in 2017, runs four trading centres and settles in several currencies. PP Crypto Exchange says it has operated since 2017. Opening hours shift, so call or message before a long trip.

Hong Kong Island

Causeway Bay is the Island's crypto street, with two One Satoshi branches and a VBIT shop a few minutes apart. Admiralty Centre acts as a small crypto mall; Crypto HK's main trading centre is there. New Territories

Staffed shops are sparse outside Kowloon. Tsuen Wan has two, and One Satoshi covers Sha Tin, Yuen Long and Sheung Shui, whose shops sit close to the Lo Wu and Lok Ma Chau crossings. Tuen Mun, Tai Po and Tseung Kwan O have no confirmed walk-in shop.

A community guide from the Bitcoin Association of Hong Kong and a January 2025 blog list more names, including Coinfactory, Tidebit, BTC Shop HK, Otcxpert, Crypto Pro, Crypto Panda, MINEX and DCoin OTC. We could not confirm current addresses for them, so they are not on the map. After the stablecoin law took effect, 5X Crypto and BitsMark were reported to have stopped USDT, and BitsMark closed.

608 Nathan Road: Hong Kong's crypto exchange shop building

If you only visit one place, it will be here. The President Commercial Centre and W Plaza at 608 Nathan Road, a short walk from Mong Kok MTR Exit E2, is the densest concentration of crypto retail in the city. A Wen Wei Po reporter counted about 15 crypto exchange shops and three crypto ATMs on a single floor in February 2025, and an earlier visitor described eleven OTC brokers and two machines in the same mall. One Satoshi's Mong Kok branch is Shop 321 on the third floor, Rice sits on the first, and HK Bitcoin ATM lists a machine in Shop 322.

The density cuts both ways. Competition keeps rates honest, and you can walk from counter to counter comparing quotes in ten minutes. But the same newspaper reported that about half the shops it visited asked for no identification at all, and one staffer allegedly described a non-real-name wallet as "discreet". In December 2025, a shop owner was attacked by knife-wielding men at closing time in the same building. Go in daylight, compare two or three shops, and do not linger in the corridors with cash.

How a cash trade at a crypto shop works

The routine is quick once you have done it once. Expect ten to fifteen minutes for a small trade, longer if the shop wants ID or your trade is above its appointment threshold.

  1. Ask for both pricesGet the shop's buy and sell rate for your coin and amount, in writing or on screen, before you take out cash.
  2. Show your wallet QRFor a purchase, the shop needs your receiving address. Open your own wallet and show the QR yourself.
  3. Count the notes on the counterStaff count your cash, usually on a note counter. Watch it done, and keep your eyes on your money.
  4. Wait for the transferThe shop sends the coins on-chain. Check your wallet shows the incoming transaction, with the right amount and network.
  5. Selling? Receive cash first, or togetherIf you sell to a shop, insist on seeing and counting the HKD before or as you send. Never send first to a stranger.
  6. Keep a recordTake the receipt or a screenshot of the transaction hash and the quoted rate. You may need it for tax or a police report.

A few habits make this safer. Use your own self-custody wallet, set up at home, rather than a wallet the shop offers to create for you; our crypto wallet guide explains the options. Confirm the network before the transfer: USDT on TRON and USDT on Ethereum are different, and a mismatch can lose your coins. And if you are selling, never send crypto to a shop and wait for cash to appear. The Kwun Tong case below began exactly that way.

KYC thresholds and spreads you will see

Identity checks at Hong Kong crypto shops are inconsistent, and the thresholds we found are all self-set. PP Crypto asks for an appointment above HK$50,000; one Mong Kok shop in the Wen Wei Po check also used HK$50,000 as its line. One Satoshi collects personal information above HK$80,000, according to the Bitcoin Association guide. Crypto HK serves cash trades under HK$100,000 without appointment and books larger ones by WhatsApp or Telegram, with bank-transfer sales from HK$500,000. Another shop only asked for ID at HK$120,000. Wu Blockchain, visiting in May 2025, found some shops demanding real names and source-of-funds statements, but "most" only asking for a QR payment and a wallet address.

Do not read a shop that skips ID as doing you a favour. If your coins later turn out to come from a scam or a laundering chain, which police have linked to exchange shops, your bank account can be frozen when you cash out. A shop that asks questions is usually the safer one.

On price, there is no systematic public spread data for Hong Kong shops. The data points are thin. Rice posted a reference of 1 USDT = HK$7.820 for trades of HK$3,000 to HK$19,999.99, when the Hong Kong dollar's peg band runs about 7.75 to 7.85 per US dollar. Another shop listing showed a cash buy price of 7.487 and a sell price of 7.932, a round trip of roughly 5.8%. For mid-size USDT trades, quotes appear to land within about half a percent to one percent of the USD/HKD rate, but that is our reading of scattered quotes, not a measured survey. Always ask for both the buy and the sell price: the gap tells you the shop's margin.

The USDT problem after the Stablecoins Ordinance

The Stablecoins Ordinance came into force on 1 August 2025, and it hit the shops' best-selling product. Only licensed parties may offer fiat-referenced stablecoins to the public. Answering a LegCo question in September 2025, the government said OTC shops are not "permitted offerors" and cannot offer specified stablecoins, such as USDT, to retail or professional investors. The HKMA said it would monitor and follow up.

The market adjusted rather than stopped. Some shops removed posted USDT prices; others in Admiralty and Tsim Sha Tsui were reported to have suspended USDT; a few kept quoting "by private inquiry". VBIT's site now lists USDT for withdrawal only. For you, that means a USDT cash trade at a shop sits on legally shaky ground, and the shop could stop without notice. The first licensed HKD stablecoin issuers, HSBC and Anchorpoint, received HKMA licences on 10 April 2026 and target launches in the second half of 2026. This is the part the shops' Instagram pages leave out. Cash-heavy, lightly regulated businesses attract both robbers and fraudsters, and the cases below are the ones we could date and source.

Three patterns stand out. Fake shops cluster in West Kowloon, Sham Shui Po, Tai Kok Tsui and Kwun Tong: a unit that looks like a shop takes your USDT or cash and never delivers, or pays in counterfeit or "hell" notes. Cash-in-transit robberies concentrate in Sheung Wan, around the Wing Lok Street and Des Voeux Road money-changer cluster, where large sums move on foot. And money laundering runs through the shops too: in May 2025 police broke a HK$118 million ring that moved cash from 500 stooge accounts into crypto at exchange shops. What the coming dealer licence means for crypto shops

The rules have taken three shapes. In February 2024 the government proposed licensing OTC shops through Customs. In June 2025 it dropped that idea for an SFC-licensed virtual asset dealer regime, because the consultation showed more business models than "coin shops and ATM networks". The regime covers simple crypto-for-fiat trades "through physical locations and/or other platforms", and the proposals include HK$5 million paid-up capital, up to HK$3 million liquid capital plus 12 months of expenses, competence exams, blockchain analytics, and client assets held by an SFC-licensed custodian. Conclusions followed on 24 December 2025, and on 1 June 2026 the government told LegCo it aims to table the bill within 2026, with no "deemed licensed" transition.

Most of today's 200 shops are one-room cash businesses without institutional custody or compliance staff, and few could meet those numbers. When the law starts, each must license, work under a licensee if the final rules allow, or close. Expect consolidation toward a handful of chains and an exit of the upstairs one-room counters. The risk is that some trade moves to unlicensed Telegram and WhatsApp "delivery" dealers, the roughly 250 online operators the government already counted. Checklist before you walk into a crypto shop

Treat this as the minimum. None of it makes an unlicensed shop safe, but it removes the most common ways people lose money.

  • Pick a shop on an operator's own published store list, not one found through a Telegram or WhatsApp ad.
  • Get the buy and sell rate for your exact amount before you hand over anything, and compare with the live market price.
  • Use your own wallet and show the QR yourself; check the network (TRC-20 or ERC-20) matches.
  • When selling, see and count the cash before or as you send. Never send first.
  • Go in daytime, alone with small sums, and do not carry large amounts through Sheung Wan or 608 Nathan Road at closing time.
  • Keep the receipt and transaction hash. Gains may matter for crypto tax if you trade often.
  • If anything feels off, walk away and call the police Anti-Scam Helpline on 18222.

For amounts that would hurt to lose, the calmer choice is a licensed exchange with FPS deposits, where your balance sits with an SFC-supervised custodian. The shop is convenient; the exchange is protected.

Are crypto shops in Hong Kong legal?

They operate legally because no licence for crypto dealing exists yet. The government estimates about 200 physical shops, all unlicensed for virtual assets. A bill for an SFC-licensed dealer regime is expected in 2026, with no transition period, so unlicensed shops will have to stop on the day it starts.

Can I buy USDT with cash at a Hong Kong crypto shop?

Some shops still quote USDT privately, but it is legally exposed. Since the Stablecoins Ordinance began on 1 August 2025, the government has said OTC shops are not permitted offerors and cannot offer specified stablecoins such as USDT to the public. Several shops dropped posted USDT prices; at least one closed.

Do Hong Kong crypto shops ask for ID?

Practice varies. A 2025 Wen Wei Po check found about half the shops in one Mong Kok building asked for no ID. Thresholds seen include HK$50,000 (appointment at PP Crypto), HK$80,000 (One Satoshi, per a community guide), HK$100,000 (appointment at Crypto HK) and HK$120,000 at one shop.

How do fake crypto shop scams work in Hong Kong?

A "shop" takes your USDT or cash and never delivers, or pays in fake notes. In 2024 police said 13 people lost HK$14.8 million to fake crypto stores in West Kowloon, and a Tsim Sha Tsui customer received hell banknotes for about HK$1 million in USDT. Use established chains and never send first.
