The crypto shops of Admiralty: one mall, two counters and no machine in sight

Admiralty is where Hong Kong's government sits and where four MTR lines cross. It is also where a 1980s shopping arcade became the Island's quietest crypto counter.

Admiralty's crypto shop is Crypto HK, on the first floor of Admiralty Centre at 18 Harcourt Road, straight up the escalators from Admiralty MTR Exit A. Its public counter, Shop 51, opens seven days a week with shorter weekend hours, and a second unit, Shop 57, runs 24 hours for pre-registered clients. There is no Bitcoin ATM in Admiralty that we could confirm; the nearest machines are in Wan Chai and at Central Pier.

That makes Admiralty unusual among Hong Kong districts. Most areas have the opposite profile: plenty of laundromat machines and no staffed counter. Here you get a person behind glass who can talk you through a trade, but nothing you can walk up to at 2am without an appointment. Admiralty Centre: the crypto shop Admiralty regulars use

Admiralty Centre is a two-tower block completed in 1980, sitting on top of the MTR station. Its lower floors are a warren of small independent shops, with an HKU SPACE learning centre upstairs, and in recent years a handful of crypto counters. Crypto HK is the anchor. Its contact page lists two units on the first floor.

Shop 51 is the one to visit if you are new. Crypto HK publishes the same ticket rules for all its branches: cash trades under HK$100,000 need no appointment, anything above that is booked by WhatsApp or Telegram, and sales settled by bank transfer start at HK$500,000. It says it can settle in Hong Kong dollars, renminbi, US dollars, Korean won and Japanese yen, which tells you who its bigger customers are: travellers and traders moving value across borders, not just office workers buying a first slice of bitcoin. The coin list attributed to its teller by Coin ATM Radar is broad, including privacy coins such as Monero and Zcash; that is aggregator data from a search snippet and may be out of date, so ask at the counter.

Shop 57 is the curiosity. A 24-hour crypto counter is rare anywhere, and Crypto HK is careful to say it is only for "select clients" who register in advance. In practice that means repeat customers who have already been through the shop's own identity checks. If you have never traded with them, you cannot walk in at midnight, and you should be wary of anyone on social media who claims they can get you in.

Other counters in the building, and a press puzzle

Admiralty Centre has long been described as a small crypto mall, but the other tenants change quickly and few have websites. Two reports matter.

In May 2025, Wu Blockchain published a lawyer's walk through Hong Kong's OTC shops. The writer named Crypto HK at "L1/51", a counter called Tian Tian Crypto one floor up, and ONE GO Crypto Exchange, which focused on USDT and took both Hong Kong dollar and renminbi cash. He described the building as Hopewell Centre in Wan Chai, "near the Legislative Council, the Government Headquarters and Tamar Park". Hopewell Centre is on Queen's Road East, a good fifteen minutes' walk from Tamar. Crypto HK's Shop 51 is on the first floor of Admiralty Centre, which is next to Tamar. Our reading is that the visit was most likely to Admiralty Centre and the building name was mixed up. That is our inference, not a confirmed fact, and we could not verify that Tian Tian or ONE GO are still trading in September 2026.

In August 2025, a Caixin report republished by Yahoo Finance Hong Kong said several shops in Admiralty and Tsim Sha Tsui, including 5X Crypto, BitsMark and Star Coin, had suspended USDT after the Stablecoins Ordinance took effect, and that BitsMark had closed. We could not confirm current addresses for any of them. If you see a new sign on the first floor, treat it as unknown until you have checked its name against the SFC's list of suspicious platforms and read a few months of independent reviews.

Whatever the tenant, one thing is constant: none of these counters holds a licence from the Securities and Futures Commission. Hong Kong has an SFC licensing regime for exchanges, but not yet for dealers and shops. If the counter disappears with your money, there is no compensation scheme and no regulator to complain to; your route is a police report. Compare that with the thirteen SFC-licensed crypto exchanges, which must hold client assets under strict custody rules.

USDT in Admiralty after August 2025

For years, the main product at Hong Kong's coin shops was USDT for cash. The Financial Services and the Treasury Bureau noted in 2024 that most shop trades were virtual assets for fiat, and that USDT dominated. That changed on paper on 1 August 2025, when the Stablecoins Ordinance came into force. Answering a LegCo question on 10 September 2025, the government said OTC shops are not "permitted offerors" and cannot offer specified stablecoins to retail or professional investors. The HKMA said it would monitor and follow up.

So if you walk into an Admiralty shop asking for USDT, expect one of three responses: a flat no, a quote given quietly off the board, or a suggestion to buy bitcoin or ether instead. The second option leaves you exposed if something goes wrong, because the shop was not allowed to offer the product in the first place. No Bitcoin ATM in Admiralty: where the nearest machines are

We checked the CoinHero and CoinUnit locators and the Localcoin district list on 30 September 2026 and found no machine inside Admiralty. That is not surprising. Operators put machines in 24-hour laundromats and claw-machine arcades, and Admiralty's malls, Pacific Place, Admiralty Centre, Queensway Plaza and United Centre, are not that kind of space. If you want a machine, you have two realistic options.

Hennessy Road starts at the eastern edge of Admiralty, so the Wan Chai machine is a straight walk east under the tram wires; our Wan Chai guide lists three more machines further along. The pier machine is one MTR stop to Central and then a walk through IFC to the ferry piers; it is the only one of the two that CoinUnit lists for selling. Remember that machine fees are much higher than counter spreads: CoinHero's FAQ quotes 13% plus HK$100 per purchase, and CoinUnit's figures are not published on its site. Getting there: four lines, one exit

Admiralty is Hong Kong's busiest interchange. The Island line, the Tsuen Wan line, the South Island line and, since 2022, the East Rail line all meet here, so you can reach Admiralty Centre directly from Mong Kok, Sha Tin, the border at Lo Wu, Ocean Park or Chai Wan without changing more than once. Follow signs for Exit A, which comes up inside the Admiralty Centre arcade. The escalators take you to the first floor, where the crypto units sit among the other small shops. The walk from the platform to Shop 51 is about three minutes.

The neighbourhood matters for how you behave. On weekdays the footbridges between Admiralty Centre, Lippo Centre, Far East Finance Centre and Pacific Place carry a steady stream of office workers and civil servants. On Sundays, the covered walkways fill with domestic helpers on their day off. Either way, it is crowded and well lit, which is good, and it is watched by a lot of people, which cuts both ways. Do not count cash on the footbridge.

What to check before a large cash trade in Admiralty

Most people who use the Admiralty counters are trading a few thousand dollars and walk out without a problem. The risk climbs with the ticket size, and Hong Kong's police files from 2024 to 2026 are full of large-cash deals that went wrong: hell banknotes handed over for USDT in Tsim Sha Tsui, fake shops in West Kowloon that took HK$14.8 million from 13 investors, and a HK$1 million cash-for-USDT deal in Kwun Tong where a third party walked off with the cash. Before you bring six figures to any counter, run through this list.

  • Book in writing, by the channel the shop publishes on its own website, and screenshot the quote, the amount and the coin.
  • Send a small test transaction first and wait for it to confirm on a block explorer before the main amount moves.
  • Use your own wallet address, typed or scanned from your own phone. Never accept an address from a chat or a staff member's screen.
  • Count notes on the counter, under the shop's camera, with a staff member watching. If you are receiving cash, check for counterfeits there and then.
  • Bring a companion, go in daylight, and do not carry the cash through a predictable route. The robberies in Sheung Wan in 2025 and 2026 targeted people seen moving money.
  • Ask what identity checks apply. A shop that asks nothing about a HK$300,000 trade is not doing you a favour.

For small, regular purchases, many people in the Admiralty offices never visit a counter at all. They use HashKey, OSL or a broker such as Futu's PantherTrade, funded by FPS from a Hong Kong bank account. Others use international apps. CEX.IO, founded in London in 2013, accepts cards, Apple Pay and Google Pay, is registered with FinCEN in the US and holds licences or registrations in Gibraltar, Spain and Lithuania; it is not licensed by the SFC, and the SFC recommends its own licensed platforms. Tamar, LegCo and the dealer bill that will decide these shops' future

Walk north from Admiralty Centre across the footbridge and within five minutes you are at the Central Government Offices at Tamar and the Legislative Council Complex. That is where the future of every counter in this building will be settled. The government concluded its consultation on licensing virtual-asset dealers and custodians on 24 December 2025 and told LegCo's Financial Affairs Panel on 1 June 2026 that it intends to introduce the bill within 2026. As of late September 2026, it had not been gazetted.

The proposal puts dealers under the SFC, covers VA-for-fiat conversion "through physical locations", sets paid-up capital at HK$5 million and requires client assets to be held with an SFC-licensed custodian. Crucially, there will be no deeming or transitional period. On the day the law starts, any counter that has not been licensed must stop dealing. For Admiralty Centre's small shops, that means either becoming licensed, partnering with a licensee if the final rules allow it, or closing. Where is the crypto shop in Admiralty?

Crypto HK runs its Admiralty Trading Centre at Shop 51, 1/F, Admiralty Centre, 18 Harcourt Road, directly above Admiralty MTR station Exit A. It opens Monday to Friday 9:00 to 20:00, Saturday 9:00 to 18:00 and Sunday 12:00 to 18:00. A second unit, Shop 57 on the same floor, is a 24-hour centre for registered clients only.

Is there a Bitcoin ATM in Admiralty?

We could not find one. Neither CoinHero nor CoinUnit listed a machine in Admiralty on 30 September 2026. The nearest are CoinUnit's machine at Shop C, 87 Hennessy Road in Wan Chai, roughly a ten-minute walk east, and CoinUnit's 24/7 machine at Central Pier No. 7, one MTR stop west plus a walk.

Can I still buy USDT for cash in Admiralty?

It is legally restricted. Since the Stablecoins Ordinance took effect on 1 August 2025, the government says OTC shops cannot offer specified stablecoins such as USDT to the public. Press reports in August 2025 said several Admiralty shops suspended USDT. Some shops elsewhere quote privately, but you have no legal protection if the deal goes wrong.

Is Crypto HK in Admiralty licensed by the SFC?

No. No walk-in crypto shop in Hong Kong holds an SFC licence, because the licensing regime for virtual-asset dealers has not started. The bill is expected to be tabled in 2026, with no transitional period. Until then, shops like Crypto HK operate lawfully but without regulatory protection for customers.

Do I need an appointment for a large cash trade at Admiralty Centre?

Crypto HK says cash deals under HK$100,000 need no appointment, while larger ones must be booked in advance by WhatsApp or Telegram. Its 24-hour Shop 57 is only for clients who have registered first. What is open late for crypto near Admiralty?

Only Crypto HK's Shop 57, and only if you are a registered client. The public Shop 51 closes at 20:00 on weekdays and 18:00 at weekends. For a machine at night, the nearest 24-hour options are CoinUnit on Hennessy Road in Wan Chai and at Central Pier No. 7.
