Crypto OTC in Hong Kong: desks, brokers and block trades for serious tickets

When an order is too big for an app screen, you ask a desk for a price. In Hong Kong, only a handful of those desks sit inside the SFC's perimeter.

Crypto OTC in Hong Kong means trading Bitcoin or other coins directly with a desk at a quoted price, instead of feeding an order into an exchange's public order book. The desks that matter for most readers are those inside SFC-licensed platforms: OSL, HashKey, Futu's PantherTrade and a few institution-focused venues. They settle in HKD or USD to a named bank account, and they check who you are and where your money came from.

This page is for larger tickets: a retail investor moving a serious sum, a high-net-worth client, a family office or a company treasury. Here we look at who the licensed desks are, what the professional-investor thresholds mean, which famous names are not licensed in Hong Kong, how an RFQ trade settles, and how the coming dealer regime will reshape Bitcoin OTC in Hong Kong.

What a crypto OTC desk does

An OTC desk is a principal or agent that quotes you a firm price for a specific size. You ask for "25 BTC against HKD" and get a single all-in price valid for a short window. If you accept, the trade is booked at that price regardless of what the public market does in the next minute. That certainty is the product.

Why not simply use the exchange? Because big orders move thin order books. Buying a large block of Bitcoin with a market order walks up through every offer until the order is filled, so the average price ends up worse than the screen suggested. A desk sources liquidity across venues, takes the risk onto its own book, and hands you one number. It also handles the unglamorous parts: large fiat wires, whitelisted wallets, confirmations for your auditors and, at a licensed firm, a regulated custody arrangement.

The trade-off is paperwork. A desk will want full identity checks, often proof of source of wealth, and for anything beyond the retail token list, evidence that you qualify as a professional investor.

Licensed crypto OTC desks in Hong Kong

Thirteen platforms appear on the SFC's list of licensed virtual asset trading platforms, last updated on 29 May 2026. Several run OTC or block-trade services on top of their exchange. The table below summarises what each has said publicly; minimum sizes are generally not published.

OSL describes itself as the largest OTC desk in Hong Kong, a company claim we cannot test independently. Its March 2026 explainer on large Bitcoin OTC trades says spreads are typically within 0.5%, and its OTC channel opened XRP/HKD to retail clients on 29 July 2026. PantherTrade, the Futu group's licensed platform, began full operations inside the Futubull app around 26 March 2026, with Futu providing matching and custody and high-net-worth clients offered OTC block trading. HKVAX, licensed in October 2024, focuses on professional investors, tokenisation, OTC and insured custody, and has signed a memorandum of understanding with Victory Securities. HKbitEX, an affiliate of Tykhe Capital, plans automated trading and OTC. VDX, Victory Fintech's platform licensed on 13 February 2026, is described as business-to-business. Brokers sit alongside the desks. In Hong Kong they reach crypto through omnibus accounts at licensed platforms, and clients deposit and withdraw fiat only, with no coin transfers in or out. That suits an investor who wants exposure in a brokerage account, less so someone who needs coins delivered to a wallet.

Professional investor thresholds for OTC

Hong Kong draws a hard line between retail and professional investors, and it shapes what a desk can offer you. Under the Securities and Futures (Professional Investor) Rules, Cap. 571D, an individual qualifies with a portfolio of at least HK$8 million. A corporation qualifies with HK$8 million in portfolio or HK$40 million in total assets.

Professional status unlocks wider token lists, OTC services and, since the SFC's 11 February 2026 package, perpetual contracts, which are for professional investors only. It also matters for stablecoins: under the Stablecoins Ordinance, licensed platforms may offer unlicensed stablecoins such as USDT only to professional investors, which is why USDT and USDC settlement legs at a desk are usually a professional-client feature. Big crypto OTC names that are not licensed in Hong Kong

Search "crypto broker Hong Kong" or "Bitcoin broker Hong Kong" and you will meet global names. Some have Hong Kong offices and staff. That is not the same as a Hong Kong licence.

Amber Group, now listed as Amber International, has an office and events in Hong Kong but no SFC licence as a trading platform. B2C2, GSR, Cumberland (part of DRW) and BitGo are institutional desks with global reach; we found no Hong Kong licence for any of them, and they should not be presented as Hong Kong-regulated. Hex Trust, headquartered in Central, holds a trust or company service provider licence from the Companies Registry, which is not an SFC licence; it provides institutional custody rather than a retail OTC desk, and the custodian regime that would cover it is still pending. Genesis Block, once a well-known Hong Kong OTC shop and desk, stopped trading in November 2022 and shut its OTC portal on 10 December 2022 after the FTX collapse. Matrixport HK has ceased its trading-platform business, according to the SFC list.

None of this means those firms are unsafe; many serve the world's largest funds. It means that if something goes wrong, a Hong Kong client has no SFC-supervised relationship to fall back on. The JPEX case, in which charges in November 2025 included OTC operators, is the local reminder of what happens when promotion runs ahead of licensing. How a Bitcoin OTC trade settles in Hong Kong

The mechanics differ by desk, but a licensed request-for-quote trade in Hong Kong generally runs like this.

  1. OnboardFull identity checks, source-of-wealth questions and, if you want professional-only products, evidence of the HK$8m portfolio test. Corporates add company documents and beneficial owners.
  2. Pre-fundWire HKD or USD from a bank account in your own name. Licensed desks settle in fiat through banks, never in cash.
  3. Request a quoteState the asset, side and size, for example "sell 10 BTC for HKD". The desk returns one all-in price valid for a short window.
  4. Accept and bookAccept inside the window and the trade is fixed at that price. You get a written trade confirmation.
  5. Settle and withdrawThe desk credits coins or fiat to your account. Coins go out only to a verified wallet, with Travel Rule data for transfers of HK$8,000 and above; fiat goes back to your named bank account.

Two practical notes. First, always compare quotes at the same time and size; a quote five minutes old is meaningless in a fast market. Second, ask whether the price includes all fees, and how long fiat withdrawals take from the desk to your bank. The coming dealer and custodian regime for Bitcoin OTC in Hong Kong

Today only platform-based OTC at licensed venues is inside the SFC's perimeter. Standalone dealers, brokers and walk-in shops are not licensed for virtual asset dealing. That will change. The FSTB and SFC consulted in June 2025 on two new regimes under the anti-money-laundering law: one for virtual asset dealing, covering OTC and brokerage, and one for custodians. The consultation conclusions of 24 December 2025 confirmed the plan.

The proposed requirements are demanding: HK$5 million paid-up capital for dealers, HK$10 million for custodians, liquid capital of up to HK$3 million plus twelve months' operating expenses, two responsible officers, competence exams, blockchain-analytics tools, suitability and risk profiling, and client assets held with an SFC-licensed custodian. Crucially, there is no deeming or transition period. The FSTB told LegCo on 1 June 2026 that it aims to introduce the bill within 2026 and reaffirmed that there will be no "deemed licensed" arrangement; as of late September 2026 we found no sign it had been gazetted.

For clients, the practical upshot is simple: if a desk or broker you use is not part of an SFC-licensed group today, ask what its plan is for commencement day. Unlicensed dealers will have to stop, and you do not want assets stuck with one when that happens. The broader timeline is on our Hong Kong crypto regulation page.

Cash-in-transit risk: why big trades should never be cash

Large crypto trades settled in cash have become a target, and the pattern centres on Sheung Wan. On 18 December 2025 employees of a Japanese crypto and luxury-goods firm were robbed of ¥1 billion, about HK$50 million, in four suitcases on Wing Lok Street while taking cash to a money changer; 15 people were arrested and seven charged. On 30 January 2026 about ¥51 million was taken outside a money changer at 272 Des Voeux Road Central, and two staff of a virtual-currency exchange shop on Nathan Road in Tsim Sha Tsui were among six arrested. On 6 March 2026 about HK$10 million in US dollars and renminbi was robbed near Sheung Wan MTR Exit B after a money-changer transaction; police said it was one of three such robberies in recent months.

Violence follows crypto holders elsewhere too. In December 2025 a crypto shop owner was attacked by men with knives at 608 Nathan Road in Mong Kok, and in March 2026 a mainland visitor was forced in a Hung Hom hotel to transfer HK$5.3 million in crypto. The lesson for anyone doing a large OTC trade is blunt: settle bank to bank with a licensed firm, never meet strangers with cash, and be wary of anyone who asks you to bring notes to an office. How do Bitcoin OTC trades work in Hong Kong?

You open an account with full identity and source-of-wealth checks, fund it with HKD or USD by bank wire, then ask the desk for a quote on a specific size. If you accept within the quote window, the trade is booked at that price and settles to your account, after which you can withdraw coins to a verified wallet.

Do I need to be a professional investor to use an OTC desk?

Not always. OSL lets retail clients use OTC for some pairs, such as XRP/HKD. But wider token lists and most block-trade services at licensed firms require professional-investor status: a portfolio of at least HK$8 million for individuals, or HK$8 million in portfolio or HK$40 million in total assets for a corporation.

Is Amber Group or B2C2 licensed in Hong Kong?

We found no SFC licence for Amber Group, B2C2, GSR, Cumberland or BitGo in Hong Kong. They are global institutional liquidity providers. Hex Trust holds a trust or company service provider licence from the Companies Registry, not an SFC licence, and Genesis Block closed its OTC portal in December 2022.

What is the minimum for crypto OTC in Hong Kong?

Licensed desks such as OSL and HashKey do not publish a minimum ticket. As a rule, OTC makes sense when your order is large enough to move an exchange order book or exceed your daily limits, and walk-in shops typically move to appointment-only above HK$50,000 to HK$100,000.

Will OTC desks need a new licence in Hong Kong?

Yes. The government plans an SFC licensing regime for virtual asset dealers and custodians, covering OTC and brokerage, with HK$5 million paid-up capital for dealers and HK$10 million for custodians. It will apply from day one with no transition period. The bill was targeted for 2026 and had not been introduced as of late September 2026.
